Mr. Torres is a Lockheed Martin Fellow and Chief Engineer of the Advanced Concepts group under the Lockheed Martin Space – Strategic & Missile Defense Systems organization based in Valley Forge, Pennsylvania. Since 2013 he has led engineering & technology, business capture and development, and program and line management organizations focused on the development, testing, and operation of advanced aerospace & defense solutions. From 1996 through 2012 he served as Chief Engineer, Division Manager, and Assistant Vice President at Science Applications International Corporation (SAIC) leading their Aerospace & Defense Sciences Division with engineering sites in Valley Forge PA, Arlington VA, Orlando FL, and Shalimar FL (Eglin AFB). He also served as a Senior Engineer and Project Engineer at General Electric Reentry Systems Division in Philadelphia and Valley Forge (1990-1996); as an Aerodynamic Design & Analysis Engineer at Avco Systems Division in Wilmington MA (1985-1990); and as a part-time engineering intern/technician (while a full-time undergraduate student) at Grumman Aerospace in Bethpage NY (1984-1985).

With over 35 years of experience, Mr. Torres is a recognized expert in: aerodynamic design & analysis; ground and flight testing of a wide range of flight vehicles; modeling and simulation of hypersonic aerophysics phenomena; and hardware-technology integration for advanced prototype system development. He is an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA), past associate editor of the AIAA Journal of Spacecraft & Rockets, and past Chairman of the AIAA Greater Philadelphia Section. He has prior memberships with ASME, SNAME, GAMM, the US Naval Institute, and was a selected cohort in the National Academy of Engineering (NAE) US Frontiers of Engineering in 2006. Mr. Torres serves on the advisory committee for Villanova University’s Department of Mechanical Engineering where he also taught aerodynamics as a part-time adjunct professor and has been an invited lecturer for student groups (AIAA, Formula SAE). He is an invited participant to numerous study and policy shaping groups that include the Strategic Forces Association (SFA), the Office of the Secretary of Defense / Office of Net Assessment (OSD/ONA), and the Institute for Defense Analysis (IDA). Mr. Torres holds a Bachelor of Science degree in Aerospace Engineering from the Polytechnic Institute of New York (1985), a Master of Science degree in Aerospace Engineering from Boston University (1990), and has completed post-graduate studies in program management and international relations.
